An ad set is the middle layer of a Meta campaign — campaigns hold ad sets, ad sets hold ads. It's where you choose the audience, placements, budget, and schedule. The ads inside inherit those choices, so ad sets are how you test one audience against another cleanly.

How the Meta campaign hierarchy works

Meta campaigns are three boxes inside each other. The campaign holds the objective — what result the whole thing chases. Each ad set inside it holds a who-and-how: audience, placements, budget, schedule, optimization. Each ad inside an ad set is a creative — image, video, copy. Every ad inherits its ad set's targeting; every ad set inherits its campaign's objective.

The structure exists so decisions live at the right level. Change an audience and you edit one ad set, not every ad. Compare creatives and the audience stays constant, because both ads sit under the same ad set.

How do you use ad sets to test?

One variable per layer:

  • Which audience wins? Two ad sets, same ads inside both.
  • Which image wins? Two ads inside one ad set.

Mix the two — different audiences and different creatives across ad sets — and a winner tells you nothing, because you changed two things and got one number back.

Fewer, better-fed ad sets also beat many starved ones: each ad set learns from its own conversions, and splitting a small budget ten ways gives every ad set too little data to exit the learning phase.

What this means for your ads

Before building, decide what question each ad set exists to answer — an ad set with no question attached is usually clutter that fragments your budget. Start with one or two, let them gather enough conversions to learn, and add more only when a real comparison demands it. Structure isn't bureaucracy; it's what makes your results readable.
